Moscow has proposed wet-leasing aircraft, crews, and maintenance from Vietnam to compensate for the growing grounding of its illegally re-registered Western fleet. Nearly a fifth of Russia's largest airlines' planes are grounded, double the normal rate, as sanctions and maintenance shortages bite. Any transfer would involve Airbus or Boeing jets, exposing Vietnamese carriers to secondary sanctions, making the deal uncertain.
