Rio de Janeiro gubernatorial race hinges on TSE ruling on Garotinho's votes

The TSE will decide Thursday whether votes for Anthony Garotinho, whose candidacy was denied but who withdrew his appeal after the election, will count, potentially forcing a runoff between Douglas Ruas and Eduardo Paes. The outcome determines whether the election is decided in the first round or goes to a second round, with implications for the state's political landscape.
