Chile downgrades Santiago rain alert to yellow; 16 dead, 3,000 affected

Chile has downgraded the red alert for rain in Santiago to yellow for ten communes, but the consolidated report confirms at least 16 deaths, over 3,000 affected, overflowing waterways, and severe damage to public and road infrastructure. The situation remains active with recovery and assessment ongoing, and the downgrade signals easing conditions in the capital while peripheral areas still face risk.
