Starvation reported in occupied Oleksy; Russia blocks evacuation

Ukrainian and international sources report a humanitarian catastrophe in Russian-occupied Oleksy, with residents lacking food and medicine, some resorting to eating dogs and weeds, and deaths from starvation. Russia refuses Ukraine's proposed evacuation and blames Kyiv for the crisis. The situation is unverified independently, but if confirmed, it represents a severe humanitarian crisis with potential war-crime implications.
