Moscow weighs extending diesel export ban as refinery capacity hits 20-year low

Russia is considering extending its diesel export ban, first imposed in July to counter domestic fuel shortages caused by Ukrainian strikes on refineries and oil depots. Refining capacity has fallen to its lowest level in twenty years, and the ban's extension would further tighten the global diesel market, given Russia's pre-attack 10% share of global exports. The Energy Ministry has not yet responded, leaving the decision uncertain.
