11 EU states push to curb veto power in foreign policy decisions

France, Germany, Spain and eight other EU members have submitted a non-paper to the bloc's foreign policy chief proposing measures to overcome veto obstruction in foreign policy, ahead of an informal foreign ministers' meeting.
