US reportedly to charge Maduro with torturing Americans

US authorities reportedly plan to add torture-of-Americans charges against former Venezuelan president Nicolás Maduro, who already faces several US charges. This escalates legal pressure on Maduro, though the report is unconfirmed and timing is unclear. The move would mark a notable expansion of US extraterritorial prosecution of a foreign head of state.
