APSE union boycotts government dialogue session with teaching coalition

The APSE trade union declined to attend a government-led meeting with the national teaching coalition despite having co-signed the request for the dialogue. The government characterizes the absence as contradictory, while the other three unions (ANDE, SEC, SITRACOME) participated in the session with President Laura Fernández.
