Putin orders signing of Russia-CAR foundational relations agreement

President Putin has ordered the signing of a foundational relations agreement with the Central African Republic, formalizing and deepening bilateral ties. This follows Russia's growing influence in the CAR through military and economic engagements, including the presence of Russian military instructors and the Wagner Group's successor.
