Two IPP prisoners freed after two decades despite two-year minimum terms

Luke Ings and Liam Bennett, jailed with indefinite sentences for public protection (IPPs) with minimum terms of two years or less, have been released after roughly 20 years in custody, following a CCRC review and high court appeal. A third man, James Ward, had his indeterminate sentence replaced. The case highlights systemic failures in the UK's IPP regime, which has been criticized for disproportionate detention.
