NYT: Russian MoD plan to cut power to 3 Ukrainian cities by 90%

The New York Times reports it obtained a purported Russian Defense Ministry document outlining a plan to disable Ukraine's energy grid, including cutting electricity and heat to three major cities by 90%. Ukrainian Energy Minister Denys Shmyhal showed the document to European politicians in late September. Authenticity is unverified, but the plan aligns with Russia's ongoing campaign against Ukrainian infrastructure.
