Costa Rican Constitutional Court admits amparo appeal against President Fernández over environmental tribunal delays

The Constitutional Chamber (Sala IV) has accepted an amparo appeal against President Fernández regarding systemic administrative backlogs at the Environmental Tribunal. The court must now determine if the executive's failure to address the accumulation of over 4,800 pending files constitutes a violation of constitutional rights to timely justice.
